Pohon Harapan Membentuk Karakter Anak agar Berani Bermimpi lewat “Little Stories, Big Dream”.

Thian Wisnu Isnanto Selasa, 10 Februari 2026

Editor:Nikita Catriona

Building Inclusion for Individuals with Invisible Disabilities: a Reflection from Perpustakaan Jakarta dan Pusat Dokumen Sastra H.B. Jassin (Written by Khairunnisa Rahayu)

Thian Wisnu Isnanto Rabu, 20 Agustus 2025

Currently, Perpustakaan Jakarta dan Pusat Dokumen Sastra H.B. Jassin has become one of the most well-known libraries in Jakarta. Many visitors come to enjoy the facilities and services provided by the library, including those with disabilities. With accessible collections and services available, the library welcomes visitors with various types of disabilities who come to enjoy the inclusive facilities it provides. Its commitment to inclusivity has also attracted researchers from various institutions who are interested in evaluating how accessible the public space is for individuals with disabilities. One of the research projects conducted was the Grant-funded research titled “Studi Praktik Pendekatan Inklusif pada Desain Arsitektur Interior: Mewujudkan Ruang Publik yang Aksesibel bagi Penyandang Disabilitas Tidak Terlihat” on Tuesday, July 29, 2025 at the Perpustakaan Jakarta dan Pusat Dokumen Sastra H.B. Jassin building in the Taman Ismail Marzuki area. This project involved a team from Mercu Buana University, particularly from the Architecture and Interior Design majors in collaboration with the Jakarta branch of Himpunan Desainer Interior Indonesia (HDII) and the National Disability Commission (Komisi Nasional Disabilitas/KND), Republic of Indonesia. The study aimed to observe and collect data regarding the implementation of inclusive design in the building of Perpustakaan Jakarta dan Pusat Dokumen Sastra H.B. Jassin as a public space. Some types of invisible disabilities were considered as variables in the study, including  hearing disability (Deaf), Intellectual disability (Down Syndrome), mental disability (psychosocial and development) and dwarfism (dwarf body). Based on the variables determined by the researchers, it indicates that disabilities may not always be obvious. Understanding invisible disabilities requires a shift in perspective towards disability. It is not defined only through the presence of assistive devices or physical appearance, but rather goes beyond what can be seen. The research activity included  initial discussion on the implementation of inclusive design in public spaces for people with invisible disabilities, an observation on the accessibility of infrastructures and  facilities for people with invisible disabilities along with the reasonable accommodations provided, as well as documentation process for research purposes. Both physical and non-physical infrastructures were assessed, and the scoring was based on whether the building meets the criteria of Universal Design as mentioned in Ministry Regulation (Permen) of Public Works and Housing (Pekerjaan Umum dan Perumahan Rakyat/PUPR) No. 14 2017 about requirements for building convenience, one of which is the application of universal design principles.   What Makes a Public Space Inclusive: Accessibility and Accommodation for Invisible Disabilities As mentioned earlier, identifying invisible disabilities needs a shift in how we perceive disability. Unlike visible disabilities such as blindness, for example, these conditions cannot be  acknowledged through the use of assistive devices or physical appearance only. Invisible disabilities include conditions that affect sensory perception, mental health, cognition development, or specific physical conditions that are not immediately noticeable but can significantly impact daily functioning. Individuals with invisible disabilities often face challenges in navigating public spaces as the environment is not aware of their needs due to non-visible nature of their conditions. One of the most common challenges is the lack of basic adjustments to facilities and services that allows them to access public spaces comfortably. This leads to a crucial question: what kinds of accessibility features and reasonable accommodations are needed to support individuals with invisible disabilities in public spaces? To ensure inclusivity, public spaces must provide both physical and non-physical accommodations that address the diverse needs of individuals with invisible disabilities. Therefore, it is necessary to apply Universal Design principles in creating accessible features for all, including those with invisible disabilities. However, it is important to note that Universal Design approach is not specifically about disability issues. It also enhances the experience for everyone by promoting adaptability, efficiency, flexibility, and safety. The concept is mainly aimed to create products, buildings, environments, and services that are accessible for everyone, regardless of ability, age, or other factors.   Accessibility Features and Reasonable Accommodations for Individuals with Invisible Disabilities in Public Spaces Compiled from several sources, individuals with invisible disabilities are just as entitled to accessibility features and reasonable accommodations in public spaces as those with visible disabilities. To determine whether a public space is inclusively designed for individuals with invisible disabilities, several key areas should be considered. These include physical accessibility, sensory environment, information and communication, social and cultural inclusivity, safety and security, and community engagement.  A. Physical Accessibility It refers to the physical infrastructures of public spaces, such as smooth and obstacle-free pathways, ramps, cclear signage, accessible entrances, accessible restrooms with appropriate features for individuals with either visible or invisible disabilities,  and parking areas that are compatible with the guidelines of the inclusive design for people with visible and invisible disabilities (read: Permen PUPR No. 14 2017). These demonstrate that ease of access is for all, not only to those with visible mobility barriers, but also for anyone who may benefit from ease of movement.   B.     Sensory Environment This aspect focuses on how the space supports sensory sensitivities. Individuals with invisible disabilities, such as autism or anxiety disorders may be affected by bright lights, loud sounds, strong smells, or visual messes. A supportive sensory environment has features like calm lighting, low-noise areas, spaces free from overpowering smells, and simple visual design with contrasting colors to help  users identify particular areas and information. These adjustments help people feel safe and comfortable while exploring public spaces.   C.    Information and Communication Inclusive public spaces should provide easy-to-understand information for everyone who needs it, including using simple language, clear signage, visual symbols, audio announcements, and alternative formats such as large print. Digital tools such as apps or QR codes with audio guidance can also support those with cognitive or sensory disabilities. Staff should be trained to communicate with and help people who may have difficulty processing information or expressing themselves.   D. Social and Cultural Inclusivity Realizing inclusive public spaces means designing spaces where everyone can participate in activities together, receiving  equal treatment regardless of their ability and without feeling excluded. Inclusive facilities should support diverse needs and encourage respectful interactions among visitors. For instance, in public libraries, providing flexible seating, quiet corners, and options to take part in activities held by the libraries in different ways, (e.g. online or in smaller groups) helps individuals with mental health conditions or anxiety fully and meaningfully participate.   E.     Safety and Security For those with invisible disabilities, feeling physically and emotionally safe is highly essential. Emergency systems should include visual alarms and clear evacuation routes. Spaces should avoid sudden sensory triggers, such as flashing lights or loud sirens, without warning. Staff should be trained to respond calmly and respectfully to a variety of behaviors or needs that may arise during emergencies.   F.     Community Engagement Stakeholders who are responsible for the design of the public services operation should involve individuals with invisible disabilities in planning, decision-making, and evaluation to create inclusive features for everyone. It can be done through insightful activities, such as sharing sessions, forum group discussions, or short-term workshops to improve the staff capacity in providing services. Their lived experiences can reveal important insights that may not be obvious to designers or managers. These help improve facilities and services of the public spaces and transform them into inclusive public spaces that are accessible for all. These approaches ensure the space evolves to truly reflect the needs of its diverse users. Overall, this exploration serves as a reminder that creating inclusive public spaces that are accessible truly for everyone is a continuous process. It requires attention, reflection, and commitment from the stakeholders related. Perpustakaan Jakarta dan Pusat Dokumen Sastra H.B. Jassin holds the potential to not only provide access to library services but also to grow as a model of inclusion for others. It is important to highlight that those with either visible or invisible disabilities have the same rights to access public facilities with dignity, comfort, and equality.       References British Medical Association. The Essential Roles of Public Libraries in Shaping an Open-Minded Society Analytical Exposition Essay (Esai berbasis opini dan fakta)

Thian Wisnu Isnanto Kamis, 13 Maret 2025

It has been widely acknowledged that libraries, including public libraries, are pillars of knowledge, enhancing intellectual development and socio-cultural awareness in communities. In addition to serving as repositories of books, public libraries hold an important role in shaping the mindset of people, encouraging critical thinking, creating open-mindedness, and constructing adaptability to changes in various aspects of life including the environment, social dynamics, and technology. In an era of technological advancement as well as social transformation, the impact of public libraries in developing a progressive and inclusive mindset cannot be ignored. One of the essential aspects indicating that public libraries contribute to creating an open-minded society is their role in providing access to diverse perspectives (Ashikuzzaman, 2023). While digital platforms tend to provide views through algorithmic content curation, the libraries offer a wide and objective range of literature, such as literary documents, historical records, and research materials, all of which contain facts and are well-curated. The libraries also help ensure an authentic record of knowledge that are composed by past generations (Mondal, 2021). In this case, librarians play their main role as ‘organizers’ in managing and displaying the reliable information in the libraries. Meanwhile, fiction-related collections are arranged separately to make sure the collection category does not mislead and disturb those who seek factual information for study or research. Furthermore, nowadays, misinformation and bias are crucial issues that often arise in online spaces, making it essential for individuals to develop the ability to search for and discover credible sources. It is believed that exposure to new ideas and cultures strengthens people’s critical thinking and reduces prejudice. At this point, the integration of technology in public libraries helps people easily find and borrow collections that match their interests through e-catalog and digital services (Hazan & Ayub, 2024). This integration enables the people to do their tasks by providing easy access, speed, and efficiency. It leads them to become more productive while exploring the collections in the libraries. Technology integrated into public libraries, particularly in the aspect of the library services, boosts visitors’ sense of comfort while engaging in various activities such as reading, developing information literacy skills, learning new things, or attending online meetings. Recently, some public libraries have started offering digital books through their online platforms. It allows people to legally access digital books anytime and anywhere. Additionally, these electronic books are guaranteed to come from credible sources. As a result, to provide inclusive access to all, the libraries must make sure that both the platforms and electronic books are designed to accommodate everyone.   Public Libraries as a Medium for Character Development Since public libraries are dedicated to run and organize educational, social and cultural activities, they function as community centers appropriate for a variety of constructive activities or events. According to Vasilievna & Vladimirovna (2021), public libraries, along with public communities, organize various activities, facilitating the process of intellectual interactions such as workshops, seminars, discussions, talk shows, and book clubs that are primarily intended for their members, yet they are often open to the public and actively engage the participants from various backgrounds. These literacy activities provide individuals with opportunities to share ideas and gain valuable insights. The participants also learn new cultural perspectives when they are involved in discussions or sharing sessions. When people have the chances to engage with different ideas, they become more open to change and innovation, learning to respect and appreciate differences.             Moreover, public libraries also provide a dedicated space for children. This space allows them to explore and learn new things, and interact with their peers through literacy programs to strengthen their social skills. Children are introduced to literature which is appropriate for their ages and develop their interests in reading (Itsekor & Nwokeoma, 2017). Such interactions not only enhance critical thinking, but also improve children’s creativity, rational thoughts, and open-mindedness while still allowing them to play. Following that, the role of public libraries extends beyond childhood, as they also support school and college students in accessing credible references, collaborating on projects, and encouraging their analytical and problem-solving skills, or even simply spending their leisure time in the libraries. Public libraries remain a vital resource, providing them with diverse learning materials and fostering their ability to think critically and independently.             Hence, public libraries serve as bridges between tradition and progress these days, offering resources —both physical and digital —that equip individuals with the ability to integrate new perspectives while maintaining critical thinking. It is clearly demonstrated through the diverse literature available and the literacy activities or events organized in the libraries that give opportunities for learning. Everyone can participate and they gain insights from activities covering various topics, where they are exposed to new values through their interactions. These experiences help individuals develop adaptability as a foundation for building meaningful relationships with others in their social lives, as they become more flexible in adapting to changes and dealing with diversity. Thus, public libraries contribute to forming a society that values knowledge, embraces diversity, and remains adaptable to changes by fostering intellectual discussions, providing access to diverse ideas through displayed collections, and promoting information literacy by utilizing technology. Public libraries also facilitate character development through organized activities or events, enabling people to actively participate, whether in person or through digital engagement, and learn to interact with others in a well-mannered way. These analyses convey that public libraries play a crucial role in shaping an open-minded way of thinking and building critical skills, which are essential for nurturing the socio-cultural and intellectual development of future generations in order to adapt to an inclusive modern world.   (Written by Khairunnisa Rahayu)

Achieving a More Inclusive Future : The Journey of Perpustakaan Jakarta dan Pusat Dokumen Sastra HB Jassin in Accessible Literacy and Disability Empowerment (By: Khairunnisa Rahayu)

Thian Wisnu Isnanto Jumat, 24 Januari 2025

Libraries have been recognized as hubs of lifelong learning, as highlighted in Indonesia’s Law Number 43 of 2007. This law regulates the management of library collections, including books and audio-visual resources, ensuring access to knowledge for all. Complementing this, Government Regulation Number 27 of 2019 on facilitating access to Copyrighted Works for Persons with Disabilities provides opportunities for individuals with disabilities to acquire and use a copyrighted work in accessible formats such as Braille, audiobooks, or other means without legal barriers, promoting inclusivity in accessing literacy. For these reasons, since 2022, Perpustakaan Jakarta dan Pusat Dokumen Sastra HB Jassin at Taman Ismail Marzuki has stood out for its commitment to inclusion. It goes beyond traditional services by providing inclusive programs and resources in order to empower individuals with diverse needs, initiating the spirit of equal access to education and information. Layanan Inklusi: Accessible Literacy for All To support this mission of inclusion, Perpustakaan Jakarta dan Pusat Dokumen Sastra HB Jassin introduced Layanan Inklusi (Inclusion Service). This service is designed to facilitate individuals with special needs, enabling them to explore and engage with the collections in the library based on their interests. Layanan Inklusi plays a crucial role in addressing solutions to accessible books, particularly for those with visual disability as a group that is the most impacted by the lack of accessible reading materials. To address this challenge, Perpustakaan Jakarta dan Pusat Dokumen Sastra HB Jassin collaborates with third-party institutions to supply the accessible reading materials now available in the Layanan Inklusi area. This partnership ensures a growing collection of resources that enhance equal access education and information for those most impacted by the limited access to accessible literacy. Moreover, the collections available through the Layanan Inklusi includes Braille books, electronic books, and audiobooks, which can be accessed only in the Layanan Inklusi area, located on the 5th floor of Ali Sadikin Building, Taman Ismail Marzuki. For readers interested in the resources, the service provides specialized tools, such as audiobook player and file readers to facilitate access to these resources. There are approximately 6000 Braille books, 1000 audiobooks, and 500 electronic books that can be read by the readers. If the books the readers are looking for are not available in accessible formats, the staff in charge—who is non-disabled—will assist by reading the books for them. In addition, 6 accessible computer units equipped with screen reader programs help blind users operate the computers independently. The accessible computer units function similarly to standard computers, but feature a screen reader with robotic voice that reads all text displayed on the screen, enabling the blind users to engage with digital content by themselves. Layanan Inklusi displays the collections about disability perspectives in standard format books to increase the knowledge of those who are—non-disabled—related to the terms of disability and the related issues. Layanan Inklusi also supports individuals with other disabilities, including those with hearing and speech impairments, physical and intellectual disabilities, and emotional or mental health problems. They are allowed to borrow books from any sections of the library as they can read books in standard formats, and they can use the Layanan Inklusi space as the comfortable area to read and engage with the collections. Nevertheless, when Layanan Inklusi has no visitors with disabilities coming to enjoy the service, it is widely opened for those who are—non-disabled—to use the space of Layanan Inklusi to read, especially if other library areas are fully occupied. This flexible approach ensures the area is used efficiently while prioritizing its main purpose. They are also allowed to use facilities in Layanan Inklusi, such as computers with screen reader programs, audiobooks, and audiobook players, when they are interested in exploring the accessible collections with terms and conditions applied.   Empowering Library Staff through Trainings and Collaborations Perpustakaan Jakarta dan Pusat Dokumen Sastra HB Jassin has organized training programs to build staff capacity in disability sensitivity.
